Typically it’s best to go with a technical SEO as they will cover all aspects of SEO. If you work with a specialist in one area, you will most likely need other SEOs to cover the other aspects otherwise you won’t get ideal results. Regardless, there are usually a few skills they should have, which is as follows:

Keyword research is probably one of the most important skills to have as an SEO consultant. Proper keyword research can set your website in the right direction. If you don’t properly do research you could be wasting time and resources.

On-page SEO is the fixing and editing elements directly on your website such as headline text, meta description, code, ect.
Off-Page SEO
Off-page SEO is the process of optimizing your url by giving Google signals that your domain is an authority. Off-page aspects include citations (business directories), link building, social signals and any other type of link pointed at your site.
Experience
It is vital to hire an SEO consultant that has experience. Search engine optimization is hard and has many factors as mentioned above. Ideally you want to hire someone who has experience because it’s more likely that they have seen more SEO scenarios.
Results
An SEO specialist should be able to provide proven results usually through case studies. Another thing you may want to take note of is the strength of their own site.
